Service complaint

I have been to this restaraunt 3 times last year, i went there again this year while visiting nantucket on sat. April 24th. This time i was with a party of 6 people. The service was horrible, the waitress forgot our order in part, and never came back to check on us. Now i had to get up and find the hostess to track down our waitress, which took 10 more minutes to finally get to us, anyway i was not happy witht he service, so i asked to speak to a manager, who after i explained what was going on, and i told her i did not think it was fair to tip 16 dollars because it is automatically added in to the bill for a party of six. There were people coming in well after us and were getting served. I asked the manager to do something about it, she said there was nothing she would do, when i told her that i had been here before and i was dissapointed with todays service, she said she was sorry but didnt know what to tell me. I told her i dont think i will be visiting anytime soon, and she shrugged her shoulders and said fine. I called the restaraunt today 4/28/10 to attempt to contact the owner and see if i could speak with them. The woman who answered the phone said his name was rick but she said she was not privlidged to give out his tel. Number and he has no e mail address. She put me on hold, then another woman got on the phone and she asked why i needed to speak to the owner, i told her i was a patron there over the weekend, and i had a problem, and would like to speak to the owner. She told me she could not give out his tel. Number. I asked when would the owner be in, she shaid she didnt know. I would rather have resolved this with the owner of this restaraunt, but seeing i am not being allowed that opportunity, and the fact that the manager on duty that day would do nothing, i have no choice but to file a complaint in hopes that i do recieve some response or conversation with the owner of this restaraunt. To resolve this issue. Thank you for your time.
