April 24To whom it may concern: My name is Kenneth Frazier, I’m having dental work done by Blue Star Dental and the finance carrier is Chase Health Advance. I’m paying off a $9,000.00 policy at 13%. When I signed up I thought the policy was at 3% for 48 months. After realizing that I should have received a statement from Chase I tried 3 times to make an online payment. Having difficulty paying online I called Chase. The representative could not understand why I was having a problem but suggested I pay as an unregistered payee, I did. I also explained that I had not received the statement, after reading my address I told her that the zip code was incorrect, she corrected it and I also had Blue Star correct it. Because of this I received my 1st statement very late and was charged a late fee of $39.00 which was reversed. I have a habit of posting my payments a month in advance and periodically checking to make sure I have enough in my account to pay it. As I was checking my payment and history I noticed I was billed an Int Chg. I called Chase (if it wasn’t within 60 days it wasn’t more than 65 days) the representative told me it was an interest charge of 13% I explained to her I thought it was 3% and that I wanted to change my policy to 0% for 2 Years, she said I had to contact my dental office. I called the dental office and was told to come in when I return from my vacation and they will call Chase and have it changed. After 2 weeks of numerous phone calls Chase said I had to make the change within 60 days. I suggested to Blue Star that Chase should take into consideration (by their error) that I received my 1st statement very late and extend the 60 days to include the time delay of the statement. I believe the following should be taken into consideration by Chase: 2) I have 5 other credit cards with Chase and have not been late in payment3) In good faith to paid my 1st payment to Chase advance even though I did not receive the statement4) I’m attempting to minimize the financial damage by continuing to pay but at 0%Since Chase’s health advance policy is that I must have my dental plan representative contact them on my behalf I would like1) Information and web addresses of other agencies I can contact as a complaint in this matter2) Since 13% will put me into bankruptcy I would like to know any respectable credit card consolidation agencies that I can contact in order to consolidate my debts and pay lower interest rates3) Chase health advance to allow me to pay 0% and credit my account for the interest they have already charged
