Joe Hale Claimed to be website designer, but lied

Hired Joe Hale of Quantum Web Designers after interviews with many candidates. Joe Hale promised he could build our 5 page site for only 300 dollars and incorporate everything we needed. He was given half up front and for 3 weeks kept emailing us links to templets which he then informed us he could not change colors, or put our graphics we provided him in their proper place. At the end of week 3 both my partner and I fired him and informed us he would refund our money through paypal. Joe Hale never did refund our money and paypal refused to get involved even though we are in possession of multiple emails in which he promises to re-pay us and we are in possession of his orginal quotes in which he assures us he can build websites. Mr. Hale could not change colors on templets, perhaps the most basic element of web design. We provided Mr. Hale with multiple graphics and he used only 3 of about 15. HE stated we never sent him the graphics! He wrote a personal letter to paypal calling us babies with no evidence of the work he did. When one investigates his website deeper, one can see he only knows how to build websites with 2 different templets and yet he advertises and solicits legitimate business via craigslist. So far no one will assist us with this case.
