Refused to refun my money after taxes were not e-filed and want to charge me again to refile

I completed my taxes online and efiled on 02-22-10. My federal return was accepted by the IRS but my state was never received by me state. HandR Block's program said my efile status was rejected. After spedning an hour on the phone with customer service, they said they would have someone call me back in 3-5 business days to tell me what the problem was and if I wanted to re-file, I would have to pay the 29.95 again. When I explained that I have paid to e-file and since it never made it to my state, that I don't feel I should ahve to pay again since their product did not work, they said since I used their program, I would have to pay to use it again. They then refused to refund my money.

So now, my federal return is done and I will get my refund it several days, my state is still incomplete and I am going to have to pay to have my state done, again, but obviously not with HandR Bock. Ridiculous.
