Sold me a website, never delivered, no charging for hosting not received

Purchased a website from this seller on eBay. He now refused to give me the site, and refuses any sort of refund or other consideration. To top it off, he is billing me for hosting through his company, even though I don't have a website, don't have hosting, and arranged in advance to use my own hosting anyway. He got my money, and I've received absolutely nothing.
