Department of revenue demands money even though no business conducted

I registered to do business with the State of Tennessee but then never did pursue it further. I then recently received a letter in the mail stating that they were going to levy my bank accounts for $650. How is this not extortion? You would think that the department of revenue would be collecting on taxes on (revenue). This is a joke for policy. Talk about a state that is business unfriendly. I would advise all businesses that don't have to do business inside this state run for your lives. I can only imagine what other business extortion practices that this state is going to attack you with.
