Administrators of health insurance plan refuse to give us access to Necessary Cobra paperwork

I was terminated from Waynes Automotive and the owners refuse to give me the necessary paperwork and contacts at Blue Cross Blue Shield to continue coverage under the Cobra act. We have asked numerous times and contacted the state Insurance regulatory board and they have told us the reasons that Sherry Corbett gave us for us not being eligible for Cobra, (not employed for six continuous months), the lady at the State Insurance regulatory Commission said that was simply not true. She stated that any company with 20 employees or more made us eligible for Cobra.
