Charged Far More Per Minute Than Agreed International Rate

I like to file a complain about T-Mobile, I have agreements with them with international call 95 cents a minutes. But they start charging me without notifying me$ 2:81 cents a minutes, I never look my bill before I just pay bill I trusted them, I want to know how long they been charging me that much money. I like to get refund my over pay money back. Please help me out thank you.
