Heater doesn't work - heater-a/c

Model number LWHD7000HRY7 window unit a/c-heater. Heater does not heat 200 sq ft heavily insulated room without any windows except for unit designed cutout in wall. One insulated door to room.insulation is spray foam high quality insulation in ceiling and walls. Purchase new from Home Depot for $399. Warranty service technician says that the heat it's emitting is the best that they will do. Never reaches 68 deg and never cycles off.
