Cheated and was told by manager one thing and employees ignored manage

Iwas in food city last night and had a run in with employees. The manager was bagging my groceries while a supervisor was concerning herself with a five dollsr stuffed animal. I spent close to $300.00, she was running around letting a manager bag, and she was scared to death that I might get that stuffed toy without paying the full price. The manager told the cashier to let me have the stuff and he ignored him and asked Debbie who said no. I thought what the manaager said was what goes, not the other employees. Why is he even there if they completely disregard what he says? She stood at my buggy looking at all of my items while they were short staffed needing baggers. I don't know if she was trying to get out of work or thought she was too good to bag, I helped the manager bag while she stood at my buggy watching us. It seemed like she was trying to look busy. I shouldn't have to bag when I am spending the money I do every week there I would really like to speak with someone about this. The past three times I have been there I have had to use the self checkout while Debbie walks around doing nothing. My number is 8659220513. When I left ther I was in tears.
