Mail service

I would like to know why one mailman comes to empty letterbox at 5:20 pm, another comes at 5:40 pm to actually deliver the mail. The first guy comes back for no reason at 6:30 pm. Why are we getting the mail so late in the day, for one thing? And do we really need 2 visits to the building each day? Stamps are going up in January/10, is this because of the oh so good service??? Not.
