Notice of Adverse Action/Notice of Change of Terms Lowell, Massachusetts

I received a letter informing that CIT had reviewed my credit history and they came to the conclusion to increase my standard corresponding Annual Percentage Rate prime rate from 24.99% to 28.24% and my default corresponding APR is changing to the Prime Rate 26.74% as of 8/7/09 to 29.99%, if i would reject the changes I would have to notify them before 9/17/09. I had no idea or was advise to give a written or verbal authorization to check my credit. I purchase a Dell PC and have been paying on time. I pay them $50.00 per month I never paid the minimum amount as of 8/18/09 I owned $657.52. Now these people CIT Bank wants to increased my APR, and also they took it upon themselves to do a credit check in which I tried their web site www.experian.com/reportaccess, and you have to give either your credit card number or a debit card. My income is from SSI, I have never been late either my rent or any bills and I am almost reaching the point that I paid Dell off. Now, these people are trying to get more money by increasing the APR. I don't have a credit card with neither of them. I think I had already paid more that what I bargain for Dell PC.
I check BBB and CIT Bank and found they are filling for bankruptcy. Why should we paid for their mess? As a consumer I been paying on time for what I purchased. Why now Dell wants to washer their hand. I phone on 8/18/09 and spoke to Joyce a financial for Dell and she wasn't able to help me. She suggested to filed the inquiry of rejecting the extra charges, but I was informed that I would have to come with the complete amount that I own within the next month. Please, let me know where is the justice. This company will put my name and every one whom doesn't take their deal and screw their credit. Would like to know what else I could do to help myself and others in the same situation. Thank you.
