Overcharged for defective download. San Fransisco California

On 6/5/09, i thought i purchased a download accelerator, DAP, from Software-HQ.net. When i reviewed my bank statement recently, i found they overcharged me. Priced was supposed to be $29.95, but was billed $70.80.in addition, the program did not function, I uninstalled it. But there are files with annoying pop-ups which i am unable to remove from my computer. Rip-off!!!
