No contact between at&t billing with internet dept

After being scammed by at&t on a bundle package, I cancelled the whole package since they refussed to compensate having over charged me for a year per their hired adjustment agent. Their dsl dept informed me I was to receive a $75.00 refund for two modems (one of which was never opened) which I had returned. AT&T billing advised me I had to call the internet dept to inform them to report this refund to them since they had no communication between the two depts, which I did. Thinking all was settled, I had not thought of this for about 6 months. Recently I received a threatening letter from a collection agency. I contacted them again to straighten this out, and they don't seem to know what I am talking about.
Does anyone know how I can contact the Presidents office or otherwise settle this impossible incompetent situation.
