Police Department & Court Was never stopped, never given a ticket, but they issued a warrant

I went to do a ride along at the police station & find out that there is a warrant for my arrest for failure to appear on a ticket I was never given! When I asked them they said it was for working on a car on a public street, never happened, they said well then you will have to turn yourself in and pay $10,000 bail, I said but I was never stopped, they said well go to te courts then and ask them for a court date and prove it, I told them this never happened, they said well then someone must have given your name as a false identity, I said well don't you check, they said it is not their responsibility, they said it is your responsibility to know if someone is using your info and to fight it. Now how the hell would I know if someone I don't know throws my name out to a cop, and really they didn't ask for ID, how can they write the person a ticket without ID? And if they did see an ID wouldn't they realize, hey, that doesn't match. Now I am told the only way to clear it is to turn myself in, pay $10,000, and ask them to match signatures on the citation, and then they will remove the warrant and release me, or they said after all this that it may be a clerical error, and if it is they are not responsible for their mistake and that I still have to go through all this and pay the fine, even though I have nothing to do with it. How is this possible, and how the hell has Los Angeles not had a class action against them fo this! If I did this to someone at work, I would be sued and fired!
