Refund of 39.90 Never Paid Out, Phone Unanswered

They stole 39.90 from me. I had a refund coming to me, and the company SafeCart did make a refund transaction to PayPal, but PayPal has not paid me and refuses all of my emails, and no one answers their phone during their business hours. The number is 402-935-2050.
Good luck to anyone who can get any help from them. I am going to cancel my account with them before they let someone use it.
