I was lied to about the credit card, and how it works

I was told on the phone that I would get a credit card with a $2,500 limit, and it would be a mastercard or visa.

When I didn't get my package on the specified date, I found out that it was a pay as you go card, or a catalog card!!! For $221.00!!
