I am still waiting for unemployment benefits

I have made an unemployment claim on January 23. I have been claiming my part time earnings biweekly as instructed to. There was one week in February that I did not earn any income and a couple of weeks that my earnings were less than the weekly compensation. I am still waiting for the first check. It seems that if you do not work at all, you have a better chance of collecting benefits right away. I have tried many times a day to call through to speak to someone and I cannot reach anybody. I have emailed my complaint twice and there was no reply. The only thing I can get through to do is claim my weeks.
