Unemployment office penalizes for having work during unemployment period

Went to file my unemployment claim today — state office said I was up to date — and told me of the next claim day & also mentioned that my tier III benefits would be over and 6 weeks and to prepare and make arrangements because the benefits would be ending UNLESS I had exhausted the tier III benefits by Dec 31, then he corrected himself and said Jan 7 (same day I exhaust the tier III) and said I must have enrolled for Tier IV by Jan 7 in order to receive the additional 6 weeks of benefits.
He said it was Federal Government guidelines — I am essentially punished with not getting another Tier because I have not used my Tier III benefits by Jan 7??? What crazyland logic is this?
