Great credit card offer, or consumer rip-off scam?

I received a great offer on a AT&T credit card. If I transferred from another charge card I would receive a very low interest rate. I did it. My bill came with a fortyfive dollar finance charge attatched to my balance. I called and they said that I must not have read the small print. What a scam. They offer a great low rate for transfer, but then charge you for it. Losers.
