Scamming customers

The attendant INSISTED that the charge on my debit card would be the $44.00 which was the cost for the kerosene purchased despite the receipt I was given which read $45.00. He stated that the amount to be debited would only be the amount the pump shows ($44.00). My bank statesment clearly shows the $45.00 debited! Is this a scam? A dollar or two here and there? He flat out lied! I will be contacting the Gulf Corp Hdqtrs. It may be only a dollar to some people, but we are in a recession here! Do all the credit or debit customers get scammed?
