Increase intrest rate from 14.9% to 36.33% without notice

I notice in my monthly bill the interest rate went from 14.9% to 36.33%. When i call them and try to reason whith them, they told me it is nothing they can do, and they had notified me. That is a lie. They never contacted me or mail me anything.
