Unauthorized charges to company credit card

My company credit card was charged without authorization for 2 magazine subscriptions at excessive rates, $27.00 each.

The credit card company, CapitalOne, does not want to do anything because it is a company credit card and they say consumer rules do not apply.

TWX is the stock symbol for Time Warner. Is this part of their operation?

There are at least 83 complaints on usacomplaints.com going back several years. Why is there no class action suit? The credit card companies and banks must know about this scam so why do they allow unauthorized charges?
Where are the state consumer advocates?

Any suggestions on recovery would be appreciated.
