Scam - Cash this check, pay taxes and fees and get another check in the mail

I received a check for $4,780.10 with a letter that I have received a grant in the amount of $37,000.00 and that I have to cash the $4,780.10, pay $3,150.00 in fees and then a final check will come for $33,850.00. I called the number several times as I was unsure what this was all about and why I would have been "chosen" to be awarded this grant. Anyway I always received a voicemail no matter what I called (which I never left a message). I looked up the business on the better business bureau and department of state website and there was nothing on them. As I was searching the website, I found a similar scam that someone had luckily avoided. It was extremely similar to this one...

I am reporting them to the police tomorrow morning.
