Trying to close a bank account for an elderly parent

On or about the 19 of September I went into my Capital One Branch to attempt to close an account that my mother and I had together. I saw a bank officer who I explained that I wanted to close the account so that there would not be any other unauthorized transactions. This bank representative told me that she would not be able to close the account because my mother who was the lead signer was not present. I explained to her that my mother was elderly and would not be able to come there then. So the clerk came up with putting a note in my file stating that there would be no ACH transactions allowed. She assured me that this would take care of the problem. All of a sudden my mom (whom I live with) began receiving these harassing phone calls from the bank. These calls were contiuous and very very threatening. I went back to the bank sometime in the middle of October and saw the same person. She was just as shocked as I was to see my account go from a balance of 100.00 to a negative1000.00 plus. She took the problem over to her supervisor who did nothing. So here we are the day before Thanksgiving. I get home to hear my mother tell me that she went to the bank only to find that her other account with her sister had been closed. This with a multitude of other threats. I would like to know how is this practice being allowed to continue. We are poor people who have to work for every dollar that is gotten and for this big coporation to bully unknowing unsuspecting elderly people is beyond a disgrace. I want something done immediately large coporations should not be allowed to victimize innocent consumers.
