Bait and switch on mercahndise advertised

I purchased a dress advertised on the website for $400 and when I received it the dress was different I contacted the vendor the day after I received the dress and they said they will not return the dress or allow me to exchange it. Basically they said 'too bad'. The vendor has been unsympathetic and have brushed me off. I have contacted AMEX and put the charge in dispute and I will not pay for the dress NO MATTER WHAT. They should not be allowed to do this. I am sure they have had this issue with other clients as well.
