Handy cap service

This store has two handy cap. Chairs to ride in the store. I shop where they have the carts because i have a bad heart and can onlywalk a short distance. It does not matter what time i go in there to shop the carts are not charged up. I go early in the morning there hopeing they were pluged in all nite no luck. 1 out of every 3 times the carts are not charge up. This morning it was 8 am. Thank you for your time. Blanch manley
