Gouging prices

They came to fill my tank without my calling. When they came I was charged $4.86.9 a gallon. Upon talking to two other customers that received it the same day I was told that one was paying $3.68 and the other $3.26. When I called to ask why I was told that I didn't use enough so they charged me that rate. The other person called and they dropped the price on theirs to $4.26. Upon talking to people further I was told that they are also charged a $50.00 fee for not using enough gas. To me when you buy gas or oil no matter how much you use it should be a set price. I am the sole peron in this house and put in the gas fireplace so I could try to conserve. At this price I cannot afford to even run the fireplace to try to keep my house warm.
