Gouging propane gas prices

I was delivered propane gas on Oct. 31st. I know of two other people that received it the same day. I was charged $4.86.9. One other was charged $3.68 and another $3.26. When I called to inquire why the difference in price I was told because I didn't use that much. It all depend on how much you use a year on the price per gallon. I installed a gas fireplace to try to conserve as my family room is the room that is used the most. At this price I cannot afford to even run the fireplace. The oil companies do not charge according to the use and I would like to know if this is possible for gas companies. I also know of someone that I was discussing this with and he said thaat he being charged a $50.00 fee from this same company because of not using enough. How can they get away with this.
