ATT allowed bogus charges for voice mail on my phone bills Stream

My recent ATT phone bill for two phone lines (regular and one I use only for internet access) showed "Enhanced Services Billing" for voice mail service on each line. The charge was $12.95 on each line. As I didn't request such service and use an answer machine I immediately called AT&T to complain.
They said that two different companies had signed me up and gave me two different companies to phone to correct the problem. When I called each so called "company" their rep said that I or someone had ordered the service for me via the internet. One company admitted that the name and the address of the service "requester", Katie Kennedy, even had a completely different address than mine. He said they must have "keyed" in my number by mistake.
Further, they said that they are unable to verify the service request with a phone call or an email confirmation. Obviously, AT&T doesn't verify anything either.
I have spent over an hour making three different phone calls (on hold for extensive periods of time with each) to cancel these orders.
I don't believe I ever had voice mail service which my bill says was ordered two weeks ago. Certainly no one sent me any instructions on how to use it.
I feel very vulnerable in that this happened so easily and what's to keep AT&T from allowing this to happen again. I might not have caught it except that I look closely at my phone bill each month. An elderly person might just pay it.
