Upstairs tenant withholding mail

After I possess a replacement mailman, my email is sent to the 2nd floor tenants email position and he withholds it. After I request my email I'm achieved having a poor attitude and debate. I do want to reside in peace with this person. Could you deliver him the official notice notice? He'snot hearing me.
