Charged my account $49.50 without my knowledge

What kind of company is this anyway? I paid $1.99 to access their website for information about getting a grant for college. Their website was not helpful at all, but I figured I'm only out a couple of dollars. Now they are charging my account $49.50 without my permission or knowledge. Are they going to take this amount every month? I called the number I have and continually got recordings telling me their voice mail is full and cannot accept any new messages. I could not contact anyone from this so called company. Aren't their laws against this? Why are companies allowed to do this? If I could afford to give away money of this amount I certainly would give to a charity before some rip off scam online.
