Being charged for wear and tear on a power tool

After a visit to my home by a Sessions plumber in December I was billed not only for the plumber's time and the parts he installed at my home, but also $15 for "use of roto-hammer;" in other words, I was charged for wear and tear on one of his power tools! As far as I am concerned, that is a bogus charge; I have never before been charged for wear and tear on any contractor's tool, and according to a former plumber I spoke with at the State contractors' board, such a charge is uncommon in that trade. So I consider that $15 charge a ripoff!
