Illegal Activities, Neighbor tore our fence down with landlord knowing about it. Manager does nothing about anything that goes on

I have seen people use others electricity with extension cords and wiring in to breaker boxes. Our neighbor cut our phone line loose from the pole then hooked one up for himself. Numerous people have used our water outside and run the water bill up.in the beginning when the managers husband was over things it wasnt that bad. When he got sick and his wife got to be over things it all turned into a bunch of mayhem. It seems like people do what they want with out her checking anything.
