Workers turned off our water and failed to say anything to anyone - no product, people problem

As we were attempting to take a shower we were so rudely found we had no water. The ATT guys were sitting in their truck at 11:30 am sucking down their food and talking to eachother when I asked do you know who turned our water off, Being late for an appointment already I got upset when they looked at me and said we turned it off and didnt make any effort to get off their lazy asses. To fix the problem they never informed anyone they would be turning off the water and suddenly our neighbor comes out of his apt, and asks do you have any water. I am so pissed that the rudness of these two so called techs and their inability to inform the residence of their actions that I want them reprimanded and fined. At least train them in the art of telling people they acffect their intentions and we wont be having this problem I would ahave taken the shower before they came to turen off the water and all would be well but as it stands now we are not happy with ATT policy of not informing residence of their work in these areas ok so fix it.
