Threatening me with arrest for fraud

I was happy to see the other posts about these scam artists. I was having trouble trying to figure this out. They called me yesterday with the same exact story. The man identified himself as Officer John Smith, yet oddly he was Indian and I could barely understand him. He transferred me to Peter something or other, another Indian man. I had apparantly taken a payday loan 3 years ago that I didn't pay back. They of course were unable to send me anything in writing to validate the claim or who they were. They called my employer asking for me. After getting nowhere with him in trying to get something sent to me in writing, he told me that someone would be coming to arrest me soon. I laughed and told him I'd be waiting.

I called my local police department to report the call and to see if anything could be done about it. The officer said he would call the number to see what he could find out.

I got this same call a year or so ago. A few days after that, I went to my local police station to file a report, as I was worried about this person having all of my info - SS#, phone #'s, address, etc. I also wanted to see if any warrants were issued, just in case it was legit. There weren't, and of course it wasn't as no one ever came for me or called again, until yesterday.
This is a total scam. Why can't they produce anything in writing? And why did I never get a call, e-mail, or letter in 3 years.

I do wonder how they got al of my personal info. I have taken payday loans online in the past, and repaid them all. I think maybe an employee, past or present, possibly stole the personal data. I don't know, but I will definitely file a report with the credit bureaus again.
