Rips off Social Security check I get for my daughter when trying to cash it

My daughter gets a Soc. Sec. Check to help cover her expenses because I'm on disability. I wanted to be able to celebrate the 4th of July with her and let her do what she wanted to do. I called Cash Express and they said they would cash it even though it was a day before it was dated. When I get there they go through this whole line of questions takes about 20mins then come back and give me just some change back. Their reason was they said there was an old check out from several years ago.
They totally refused to return my daughters Social Security check and then proceeded to accuse me of theft for not getting that old check that I had assumed went through the bank as I had never received any mail from them stating other wise and for the past year had been battling cancer and couldn't remember what day it was let alone a check out several years ago.
We had to call the police to file a report, and were advised by them to go to court as what they did was wrong but he couldn't force them to return the check.
Nice to know what could be my last 4th of July with my daughter was spent doing NOTHING due to their rudeness and theft of her check.
