False advertising Ocenaside oceanside california

I went into my local Walmart on West vista way in oceanside ca to cash my economic stimlus check. For several months prevoius to this the store had displayed signs in many places through out the store that they would cash this check for free. Additionally if you would put the proceeds on a Walmart prepaid debit card there would not be any fees associated with the purchase of the card. WRONG! First I was charged $3 to cash the check. Then the store wanted $8.95 to put my money on their card.

Now in front of me on the counter is a placard and on the wall behind the clerk is a poster stating no fees for this type of transaction. When I asked to speak to a manager, Lucy, the manager stated that if the "computer" said to charge me that's the way it was. When I pointed out that this was apparently false advertising I was told that if I did not like it I could take my money and go some where else. Since I had alrerady cashed the check and I needed a debit card for some online transactionhs I went a head and completed the transaction.
That night after I got home I called the store managers office. They agreed to refund the $3 check cashing fee but not the $8.95 debit card fee.

Fast forward several days. I went on line to check my balance on the card and any charged transactions on the debit card. While i could get a balance the transactions would not show up. I then called the customer service line. I received a balance but no transaction info. The automated response was that if I wanted to speak to a live person I would be carged $2. At that point I hung up.
This company sucks!
