They took $200.00 out of my bank account with the promise of a $2,000 credit card

USA Financial took $200.00 out of my bank account with the promise of a $2,000.00 credit card and that the $200.00 would be refunded to me through vouchers to pay the first credit card payment with. They took the money and ran. I have not seen the credit card and have no way to get my money back.
