200$ ripoff, credit card never issued

I made a credit card application with Bank of America at the beginning of October and about a week later I received a call from this company that they would issue a credit card with a 2000$ credit limit.

I thought it was for the credit card from the Bank, but it looks like it wasn't. They asked me to confirm all my personnal info: address, SSN, everything, and I DID, because I though it was Bank of Amerca's credit card affiliated company calling.

They asked my bank account number to withdraw 200$ to issue the credit card, amount for which they would give me credit vouchers. Once again, I gave them all the info they required. They withdraw the money, but I never got the card.
