USA Credit did an electronic withdrawal for $149.95 without my consent on 2/1/08

I went to the bank on Friday, February 1st 2008 because I was trying to use my debit card at my local dmv to get my now expired decals when they told me the card was declined, I went to my bank and the rep printed out my statement showing on 2/1/08 there was a electronic withdrawal from USA Credit for $149.95 which was before I put my emplyee check in my account which caused a $29 overdraft fee also from USA Credit.

I have no idea what this is about, I have not received anything by email or mail that this was going to happen or who these people are, also if it's about a credit card I haven't received or use any new credit cards.
Because USA CREDIT took this amount before I put my check in the bank it left me with a overdraft fee of $29 and now I'm in a negative balance of $31.55.
I want something done about this asap because I now don't have the money to get my license plate decals or can I get my car fixed like I had planned or get any groceries.

The bank told me the only information they showed was it came from USA Credit and gave me the phone # of 1-800-685-9354, I'm not positive if the address is correct that I provided you with in this claim. Please research this and tell me how I can get my money back, do I need to file a claim with my police department?
Also on my bank statement, right beside the title USA CREDIT there is a # 8006859354020108 like it's a credit card # or something

This has been such a burden that I want the whole amount of $239.50 refunded to me which includes the $149.95 from usa credit, there are actually two check overdraft fees of $29 and now in negative $31.55. My account was in negative $31.55 but it would've been paid if when I put my check in the whole check amount was used to cover the $29 overdraft and $149.95 for USA CREDIT and then where the $31.55 was never paid now I have another $29 overdraft fee. Please respond to me asap. Thank You
