Scottsdale police let good ole boy drunk drivers go

Apparently due to some legal mumbo jumbo. Scottsdale police are
letting drunk drivers go. Saw the police on 03-25-99 let a guy go
who was drunk as a skunk. Said that because they pulled him over on
private property was not Drunk Driving???!!? Cops were seen
laughing with the guy, who they had stopped as a subject in an
assault. Whats the deal?
