Accused me of "failure to appear in court" for what i have no idea! Now they want $1400.00!

I received a bill for $1372.80! For failing to appear in superior court, for whatever reason, i don't know. They are threatening to record a judgement against me if i do not respond within 10 days. I have not received ANY ticket, parking or moving violation. Nor have i received any notice from the justice court system to appear in court at any time. Why should i just respond to these people? If my own justice system does not know anything about this?
