DSS kept my kids in an abusive home, i did nothing wrong

I found out my kids were being abused by their step - mother, and found out they had been lying to me, and there father was in jail (he has custody), i called DSS and drove 10 hrs. To pick up my kids. To my surprise even with him in jail i coun'nt take them and DSS told me that MS policy is not to remove children from homes even if abuse is found they offer home checks weekly and counseling, and to this day they have not went back into the house on their weekly checks the case worker doesn't even get out of her car. And the step mom has yet to go to counseling, they said their is nothing i can do with out hiring a lawyer, i can not afford a lawyer, i am asking people let MS know how displeased they are with the system, even if they would not let my kids come with me they should have NEVER been left in an abusive home... Any help or suggestions is appreciated.
