Is this really a scam

I recieved a notice in the mail that i have won 71 850.00 in South african rand value. For me its alot of money but after i have read the notices on here i'm not to sure if i have won that kind off money i'm trying to start my own company and can't afford to lose money not even if they say i have to send them the cask then i'll recieve my winnings. Please tell me how i can help to stop these type a scams.
