Deposits not returned

I live over 13 years in Lenox Pointe Apartments and paid $1000 in deposits of which half was for my pet. When I moved out, they did not return deposits. I was forced to moved out due to conversion of the apartments to condos. The condos have not sold well and after a year after condo conversion, I was told I could buy my unit for $15,000 less than the price a year earlier. New owners are foreign investors and they have used tricks to not return deposits. A letter claims they have no record of pet deposit for $500.
