Installer Damaged Water Lines, Never Fixed, Then Collections

On March 27, DirecTV was paid $145 by check to install services. They offered free DVD players with the order. During the installation they damaged the outside water line and the basement water line at the back of the building. A worker named "Billy" returned on 3/28/04 and attempted to repair the damage. He was unable to repair it and stated he would send someone out to do so.

I tried to contact supervisor "Greg" four times, unsuccessfully. I contacted consumer protection, and on 9/28/04 I received the DVD from Direct TV. The damage to the property was never repaired.

Today, 3/5/07, I received a letter from a collection agency demanding $99.12. They are still responsible for the damage, which remains unrepaired. I see they have a long list of complaints from other consumers. Any suggestions?
