Construction rip-off the contractor took my money and did a very unproffessional job. Refuses to complete work or make repairs to the mess he made

In Sept. 2005 I contracted D.W. Mills and Sons to do extensive work on my home. He was to put on a roof, siding, windows, wrap the entire house to make it maintance free, build a deck, hang doors inside, put new floors in the kitchen and bath.

David started with the deck, he did not get a building permit, said we didn't need one. Someone turned him in to Caroline County Building Commission, they came out and inspected the deck and said it was not safe and would not pass inspection.inspector wanted to know why i didn't get a permit. I told him i was advised that i didn't need one. I proceeded to go to Caroline County and purchase the permit. David Mills refused to go pick it up at the as requested by Caroline County. I found out later that he refused to get the permit because he didn't have a State License to work construction in the state of Virginia.

I turned D.W. Mills and Sons into the DPOR of Richmond, Va. They informed me that he did not have a license to work in construction in the state of Virginia. Ms. Shelby Hill of DPOR came to my home to do a visial inspection and was appalled at the workmanship. But since he didn"t have a license when he did the work that there was nothing DPOR could do for me. They advised me to take him to court.

I have tried several times to get David Mills to come out and fix the mess he made of my home. His reply was that since i paid him i must have bee happy with his work. The fact is i have known David for several years and felt that i could trust him to do a good job. I paid him for work before it was finished because he has five children and was in a hard spot and i thought he was a friend. I recieved (3) bids on the work for the house and rewarded the work to David Mills because he promised to do a good job for me and he was just getting started in this line of business.

I told him he could use my home to show other clients his work. That his best advertisement would be word of mouth. David took my money and called it finished. I'm still out $20,000.00 dollars and the house is no where being finished. I'm not the only one he has done this to ther is a lady in Ashalnd, Va. That he did the same thing to he took her money and the house is a mess.

I was advised by DPOR and Caroline County to take legal action to see if i can recover some of the cost or at least get my home brought up to State code. At this point i can't even sell my home until i can get the money together to fix and repair the mess David Mills made of my home.

I have turned him into the Better Business Bureau in Richmond, Va. So don't be foolish as i was and trust a friend to give you a honest job. Check every avenue you have to protect yourself from frauds such as David Mills.
