Dead Beat Dad 14 years no support payments

I have recieved less than $500 (3 payments) since the day my son was born in 1992. It has been more than 5 years since those garnished payments were recieved. Now the deadbeat is on state support adn not mandated to pay and payments are not accruing at this time either. I went to court to encourage the deadbeat to meet his son and the judge encouraged him to provide his medical history to me. He has not done either. Just cried to the judge that he is not the a-hole I pictured him as. He supposedly has skitofrenia now too. I don't believe anything. This deadbeat has made his way through life stealing, selling drugs, lying, defrauding the government, etc. He owes over 30K in support. He has never filed a tax return (or at least never received a credit back), he works long enough for the state to find him, state sends a notice of garnishment, he quits or gets fired. I have no way to contact this person, nor do I want to. But it would be nice to send my son to college someday, give him an opportunity I did not have because I was busy raising my son by myself.
