Refused the money back that i gave them for a house to rent slum-lord landlord

I seen a house in the local paper for me to rent that would fit me and my family so i went to look at it and the bedroom ceilings were falling down and the landlord said would be fixed in a week. The landlord said they would be fixed in a day or 2 and i could move my stuff in after i gave him the money.in the mean time i did stick a couple of boxes in the house and 2 days later i went back to the house and nothin was done on the ceilings so i told the landlord that i don't want the house and asked for my money back and he refused to give it said that he had spent the money for in the house on material and coal to heat the house the only thing he bought was a can of paint if he even bought that probably left over paint which shouldnt been my fault to fix plus no coal was purchased when i checked i never seen a lease nor did i sign one so i think i should receive a refund back to find a better home and better landlord for my family
